The ULEZ scheme will expand again in August and will see almost all of Greater London included in the charging zone.
According to Transport for London, 90 percent of vehicles on London’s roads on an average day are compliant and will escape charges.
Earlier this month, Sadiq Khan and TfL expanded the scrappage scheme just months after it was launched to help more people.
The end of July will see eligibility rules change, with thousands of Londoners and businesses set to benefit from access to cleaner vehicles.
This will include all Londoners receiving child benefits. This is estimated to be more than 850,000 families, 575,000 of which are in outer London.
Smaller businesses will also see rules change, as any companies with fewer than 50 employees will be able to apply.
Previously, rules restricted this to companies with just 10 employees, allowing more to gain access to cleaner, ULEZ-compliant vehicles.
The £110million scrappage scheme also helps couples in London earning up to £40,000 per year, with TfL aiming to make compliance easier.
Commenting on the scrappage scheme, London Mayor Sadiq Khan said he understood the concerns of people living in the capital.
He highlighted the impact of emissions from vehicles and the massive effect it was having on health, stating that the ULEZ expansion will ensure “five million more Londoners can breathe cleaner air”.
Mr Khan added: “We already have the biggest-ever scrappage scheme in place to support Londoners on low incomes, London based micro-businesses and charities and disabled Londoners.
“But I’ve listened to families and small businesses in outer London who want more support and I’m pleased to be able to announce today a major expansion to the scheme run by TfL to ensure we can help them.“
